On March 4^th 2020 the proposal of Moscow State University of Psychology & Education for holding the ISCAR Congress 2023 was officially presented and supported during the ISCAR Executive Committee meeting. The proposal consisted the program and organizational aspects of holding the international congress in MSUPE (Moscow) and was created by the team of Russian experts: Vitaly Rubtsov (Head of the international UNESCO Chair “Cultural-historical psychology of childhood”), Viktor Zaretsky (Russian representative in the ISCAR Executive Committee), Alla Kholmogorova (professor, MSUPE), Natalya Baykovskaya (head of MSUPE international department), Anna Shvedovskaya (head of department of information & publishing projects, MSUPE).
